Es, en primer lugar, el espacio que acoge a todo el Pueblo Kággaba siendo el órgano representativo del gobierno indígena y, en segundo lugar, la institución legítima que representa al Pueblo Kággaba ante el Estado Colombiano y la sociedad en general.
